Mr & Mrs Dissemination
Bob and Leslie Beilhart have been disseminating LRH tech in consulting groups for close to 20 years. A perfect dissemination couple, they are star players in the Prescott Group, the WISE-licensed consulting group in Orange County, California.
Bob has always been on the frontlines reaching out to new business people and introducing them to LRH tech. He has personally introduced more than 2000 business owners to LRH admin tech. “I love this job, I witness each clients first cognition on the genius of LRH.”
Leslie’s role has always been later on the line. In sorting out a person’s business life, its almost inevitable that personal problems surface. What to do? Major consulting groups encounter this so much that rather than ignore those factors ruining a client’s personal life, they have a staff dedicated to correctly refer clients to the LRH service which addresses their ruin1 at their local Church of Scientology. This is Leslie’s role at the Prescott Group.
“Our line is simple. Firstly it’s vital that clients have an ethical approach to life– without it they won’t apply and truly benefit from LRH admin tech. Thus clients train on ethics courses such as the Ups and Downs in Life course2, 3 and the Personal Integrity course. We then test them and based on the test profile provide a 10-day training program. It’s during these first courses on ethics that we see those personal factors which often are crippling the client. We recommend a Tone Scale Seminar and then an introductory service such as a Dianetics Seminar at the local Church. Many sign up for further services. I keep a very tight line in with the client and the local church, ensuring their personal ruins are handled. In the last two years we’ve referred more than 400 clients to Churches of Scientology. The clients love it and do much better in business, which helps us do our job. I also always keep our staff informed of the wins of clients in their personal lives–it’s great seeing our clients win!
They Started with Us!
Winning clients of consultants inevitably reach for more LRH tech, when that happens so do stories like this.
After 25 years I thought I’d seen it all as regards management help. Then I did a series of courses by L Ron Hubbard with the Prescott consulting group. I learned to manage by statistics. They drilled me on all the management techniques. I bought an Organization Executive Course Volume Zero. I was amazed at this magic book that always opened to exactly the page I needed to read.
Some months into the program Bob Beilhart discovered that my office manager was about to quit; this would have been a disaster. Bob put us in communication and helped us to solve the problem then and there. That action was worth the program. Robin decided to keep her job of 16 years and I asked her to marry me. She said “Yes!” Now that is how to keep good help at the office!
After I took the courses and found out what a great effect they had on me, my patients and my office, I started looking for more of the same. Bob referred me to the Church of Scientology Los Angeles. I got Scientology auditing and more courses. During this time I was the scoutmaster in my son’s boy scout troop. I used some of the good technology I learned to grow the scout troop from 35 to 120 scouts. Today we have one of the most successful scouting programs in the country-producing 2000 merit badges in two years. We graduate about 30% Eagle scouts-the national average is 2%.
My wife also started courses at the Church of Scientology. About that time my son was getting straight Fs in school. He was evaluated by the school psychologist as ADHD. Robin started working with him everyday after school. He was in bad shape but with the study skills she’d learned, she quickly got him up to speed and through over 30 missed assignments. Now he’s a better than average student and enjoys school. He’s in the 8th grade and winning. Robin and LRH tech saved a kid with a brilliant mind from a system that knows nothing of the student who’s different from the bland idiots they’re used to creating.

All WISE members contribute to this purpose by agreeing to the Code of a WISE Member, which includes points to keep ethics in on themselves and those around them, as well as refraining from using a church’s lines or premises for personal financial gain.
While keeping ethics in on one’s peers is a responsibility of all WISE members, Charter members take this to a higher level, with their first and foremost duty being to corral up and handle business disputes in their area so these do not distract from the vital mission being carried out by their local Church of Scientology.
To that end, the first ever Confront of Evil Conference was held in New York for Charter members in the Eastern United States.
The conference was a no-nonsense period of intense study and drilling of key references on ethics, and what it means to be a WISE member and Charter member.
The tone of the event was set by opening with the 2004 International Association of Scientologists Event video featuring Mr. Tom Cruise, the first Freedom Medal of Valor winner in Scientology history.
Studying and Drilling
A complete pack of materials was presented to each attendee including the Code of a WISE Member, the membership agreement with WISE, and various HCO Policy Letters on the subject of ethics.
They were then drilled on the application of what they had studied after each portion of theory study.
Drills included such things as pulling a string* based on something not understood. This was actually a practical assignment and attendees pulled strings on each other.
Another drill the attendees did was to use the Code of a WISE Member to sign up or recover a WISE member. Not one of the attendees had ever used this approach before, but were very excited about the idea of bringing about a change in the beingness of a person as a Scientologist in business and WISE member, through standard enlightenment on WISE.
They also did Chinese School on “E/O [Ethics Officer] Conduct” from HCO PL, THE ETHICS OFFICER, HIS CHARACTER.
After the Weekend
Just about everyone realized that they themselves needed to improve their own ethical behavior, and also spotted others back home that they wanted to apply their new knowledge and skill to. They didn’t wait to get back home to start, though. They started then and there to confront and handle out-ethics situations.
So not only did everyone learn a lot, they also had a great time, with high morale from the hard work and stiff targets they completed over the weekend.
And to top it off, Wendy Patten of Long Island decided to become a Sea Org member as a WISE Inspector. She signed up without comm lag and will arrive in a few weeks

The response from the Confront of Evil Conference has been the most instantaneous and most dramatic of any previous WISE conference held in the Eastern US.
Many of the attendees have now taken on more responsibility as Charter members and assumed posts such as the Ethics Officer of the committee.
Their eyes were opened to situations in their areas needed to be confronted and handled and they started right away.

WISE: Injecting LRH Admin Tech to create prosperity1
Mr. Mike Rinder next spoke of the far-reaching results brought about by the World Institute of Scientology Enterprises and WISE members in the year 2000.
While the numbers show economic catastrophe — 1.4 million bankruptcies this past year in the United States alone; 38 million unemployed, and climbing, in Latin America; and 3 billion people internationally living on less than two dollars a day — WISE members are providing the LRH tech to reverse this decline and gain freedom from economic suppression.
Mr. Rinder cited many examples of this:
“There’s the California restaurant owner who blew away company conflicts with the Third Party Law,” he said, “and increased his business by 30 times.
“Then, at the next level, there is the small fine art instruction school that put in the basics of org boards and hats—and then grew to the largest in the world.
“Finally, and, at major corporate level, there is the Coca Cola Sales Division in Mexico that held workshops on the Tone Scale, ARC and communication. The result? Productivity increased by nearly 300 percent. `And all of those stories are best summed up by the manager of that Coca Cola plant in a plaque to LRH, and here’s what it says:
“To: L Ronald Hubbard
“For the legacy of the technology that effectively impels the survival of Man, groups and business.'”
Mr. Rinder also told two incredible stories of the application of LRH Admin Tech by graduates of the Hubbard College of Administration International.
The first was from China, where a graduate of the Hubbard College was invited to give a seminar on Admin Tech in Shanghai, with far-reaching results in disseminating LRH’s Admin Tech in that country.
The other was the story of a businessman in Nizhny Novgorod, Russia, who took responsibility for not only his 1,000 employees, but also a local hospital — transforming it from a low morale, low producing area to an example of a high level of patient care. When Mr. Rinder described what happened next, and what effects this had across the region, it brought the audience to their feet in a standing ovation.
When you take all of these examples into consideration and look at the big picture of the year’s accomplishments, you get an idea of what kind of impact WISE members are creating:
- Nine new Hubbard Colleges of Administration opened, now making a total of 25 around the globe.
- The number of students enrolled for the first time at the Hubbard College International increased by 60%, and the total number trained on LRH Admin Tech at Hubbard Colleges around the world jumped to more than 12,000 in the last year alone.
- WISE members have brought LRH Admin Tech to a total of 111,000 companies and enterprises in 70 nations worldwide.
- Translated LRH Admin Tech materials are now available in French, Italian, Danish, Finnish, Spanish, Swedish, Hungarian, Czech, Russian, Japanese and Traditional Chinese.

Charter Members wear an ethics hat for Scientologists in the business community. Composed of ethical WISE members who are themselves examples of LRH administrative tech, Charter Members have taken on a very specific role in society. In the business world, professions and trades often aspire to various ethical codes and oaths; however, despite the best intentions of the majority, unethical practices and dealings still abound. Any group that would flourish and prosper 1 to in such an environment must have its own self-monitoring body. WISE Charter Members fulfill this role.
They take responsibility for all Scientologists in business by helping to build a business community which is impervious to the corruption and out-ethics which is in some quarters “business as usual.”
What is WISE Charter Membership?
WISE Charter Membership is the second highest level of WISE membership. It is composed of business people who standardly apply LRH admin tech and who themselves are ethics upstats. As the name suggests, Charter Members literally receive a charter from WISE to administer the WISE membership in their area. And as this charter includes ensuring local membership activities expand, Charter Members reach out to assist all Scientologists in business in their local community.
What are the activities of WISE Charter Members?
Charter Members form up in their local areas as Charter Committees. As a group, they provide services to their local community. These services include ethics handlings, dispute handlings, assisting members to complete the Model of Admin Know-How programs and in some cases consulting actions.
Churches of Scientology & WISE Charter Members
WISE, the World Institute of Scientology Enterprises, is a non-profit religious fellowship, and as such is in the main composed of Scientologists.
As members of a Scientology religious fellowship, Charter Members assist Scientologists with regard to business-related activities while naturally referring them to their church for matters of a more personal or spiritual nature.
There are also many non-Scientologists who, wishing to benefit from LRH admin tech, use WISE membership to implement this technology into their companies. They can, of course, also avail themselves of all the services provided by their local Charter Committee and can keep their own counsel as regards personal aspects of their lives.

Typical Activities of a WISE Charter Committee
Charter Members assist their community and their local WISE membership through any number of different activities; here are some examples:
Example 1. A WISE member finds himself involved in a business dispute with another business person. Despite attempts, it has not resolved.
Obviously, the solution is to apply LRH tech to the situation rather than resort to an antiquated legal system, however business disputes have no place on church lines. So what to do? This type of situation is entirely Charter Committee territory. Charter Members are specially trained to perform dispute handling procedures which are based solely on LRH tech. And the results are spectacular:
“I came to this procedure with a lot of hesitation but with a full trust of LRH tech. The procedure was amazing, as were the results.
“We came in Confusion, we are now going into Normal. We came as enemies; now we are friends. LRH tech properly applied again reached unbelievable results.” 2
“In the course of the dispute handling I cognited on the main reasons I caused this whole thing in the first place. And I have already formulated a policy to not go that route again.
“It feels good to have handled the long term situation finally and have it done. It took some confront but needed to be pushed through.
“I have realized that standard LRH tech can be applied and when it is applied correctly ARC can be restored in any dispute. Also I have a new stable datum that I will use Charter Committee services to help me sort anything out in a business dispute that needs to be handled in our everyday business affairs. It is a great service you are providing to Scientologists in business.”
Example 2. A Scientologist finds himself the effect of some situation in business; so much so, that it is consuming his time, damaging his family life and thwarting his spiritual progress. 3 His local Charter Committee helps him sort out this business situation using tools of ethics and assists him to get LRH admin tech implemented with the Model of Admin Know-How programs, so that the true source of the situation is addressed. This is all done in coordination with the local Church of Scientology and without cutting across the time he would usually spend advancing spiritually.
The above two examples give somewhat of an idea of the activities of a Charter Committee; however, there are innumerable possibilities where a Charter Committee can assist.
The guiding rule is: where it is a business matter, it is the concern of a Charter Member. And when, as a Charter Member, you confront the breadth of this, one’s responsibilities broaden but also simplify greatly.
Many Charter Members, in addition to assisting their local community of WISE members and Scientologists in business, see to the broad dissemination of LRH admin tech through seminars and local outreach activities. In fact, many a Charter Member is also a full time LRH admin tech consultant.
What Does it Take to Be a Charter Member?
Being a Charter Member means taking responsibility for your local community, for Scientologists in business, for WISE members in your area. That means seeing to it that they succeed through the standard application of LRH admin tech and being always ready to assist with the tech of ethics and dispute handling where needed.
There are specific qualifications in order to become a Charter Member and one definitely must be able to apply LRH admin tech to the letter and be an ethics upstat. However, senior to these is one’s desire to help others and take responsibility for the standard application of LRH tech in one’s community.
Training as a Charter Member
A specific training lineup exists for Charter Members which ensures they are fully competent in the handling of ethics and dispute handlings. This training is done in four stages.
The first stage gives one rapid training to handle the common situations encountered. The successive stages of training following this include the Hubbard Ethics Specialist Course as well as the PTS/SP Course and a study of the basic books. The end product is a Charter Member who is totally at cause when it comes to handling business-related situations amongst WISE members and Scientologists in their community.
Charter Members are also provided with special hatting materials from WISE which cover the exact procedures for handling disputes, administering ethics and establishing a functional Charter Committee.
Charter Members play a vital role in their community. Business people are continually interacting with a commercial world which is itself rife with out-ethics and immorality. There are constantly decisions to be made and when people are not trained in the tech of ethics and not competent administrators, then choices can be incorrect, situations can become tangled and the best of plans go awry. In areas lacking LRH tech, there’s little recourse; through Charter Committees the solutions are right to hand, always sane, uniformly workable and everyone wins!
