Subj: School of Military Government – request for appointment to.Reference: (a) ALNAV 171-44.
1. It is requested that I be appointed to subject school in accordance with reference (a).
2. My qualifications are as follows:
(a) Educated as a civil engineer.
(b) As the son of Lt. Cmdr. H.R. Hubbard (SC) USN, familiar with naval governments and establishments outside the United States.
(c) Experienced by employment or association with our governments in Guam, M.I. (Dept. of Education, Dept. of public Works), the Philippines (Dept. of Education), and Puerto Rico (Bureau of Mines).
(d) Once conversant with the following languages, but require review: Japanese, Spanish, Chamorro, Tagalog, Pekin Pidgin, Shanghai Pidgin.
(e) Member of Explorer’s Club and widely traveled in the Far East. In connection with writing, familiar with the sociology and governments of North China, Japan, the Philippines.
(f) Experienced in handling natives, all classes, in various parts of world, as laboring crews, students or business associates.
(g) I am 34 years of age; my date of rank is 15 July 1942; I have been commissioned in the Naval Reserve for about three and one half years. My original classification was I-V(S).(signed)
