Subject: Mr. Lafayette Ronald HUBBARD, 3038 P St., N. W., Washington, D. C; Application for enrollment in the U. S. Naval Reserve.1. Having this date personally interviewed the Applicant, Mr. Lafayette Ronald Hubbard, end examined the attached records pertinent to his application for enrollment in the U. S. Naval Reserve, he is hereby recommended for appointment as a Lieutenant (j.g.), I-V(S) in the Naval Reserve, subject to final action upon the report of the Medical Examining Board in this case. Although the subject Applicant is deficient in academic educational background, it is considered that his professional experience in newspaper work and travel compensates
for his deficiency in the academic.2. The subject Applicant appears to possess qualifications for assignment to the Public Relations Branch, or Foreign Intelligence Branch with particular reference to his familiarity with countries of the Caribbean Area.
