Attached is a Tampa teletype dated 10/13/78 advising that Joe Burton, […] has furnished an affidavit to the Church of Scientology (COS) admitting he plotted with the FBI to “kidnap and murder unnamed individuals.” He stated these plots were never carried out. […] The COS indicated the affidavit is being furnished to the Director or the Attorney General.
