MEMORANDUM for Reserve Section , Office of Naval Intelligence, Navy Department.

1. Lt. L. Ron Hubbard is applying at Navy Yard, Washington, D.C. for a commission in the Naval Reserve, I-V(S), for assignment to duty in the Public Relations Office.

2. Recommendation is made that he be considered for the rank of lieutenant.

3. Request is made that the Navy Yard be informed of our desire to have him here at the earliest practicable date.
