Dear Sir:
Receipt is acknowledged of your letter of recent date concerning the indebtedness of the officer named above.

The Navy Department is restrained by law from controlling or directing in any manner the pay of any officer. Its power is limited in practice to referring the matter to the officer concerned for his reply direct to the complainant.

In accordance with this practice, your letter has been forwarded to the officer named above.
