The Police Angle
To address this planetary ruin on a global scale, the IAS grants support the single most embracive anti-drug program on Earth.
The centerpiece of the campaign is the 13 Truth About Drugs booklets that present facts and figures on the most commonly used drugs, including marijuana, alcohol, Ecstasy, cocaine, crack, crystal meth, inhalants, heroin, LSD, prescription drugs and painkillers.
The campaign also includes The Truth About Drugs documentary, featuring testimony from those who lived to tell their story and which, in combination with the booklets and PSAs, form the backbone of the curriculum in the educator’s guide.
With grants from the IAS, information kits are strategically mailed and made available online at no charge to those who meet the drug problem head-on, such as health teachers, school guidance counselors, and law enforcement officers involved in drug and crime prevention programs.
To reinforce and flank these actions, Truth About Drugs PSAs air broadly to counter the false mythology of drugs. These hip and street-smart videos are aimed directly at youth and have unprecedented success in grabbing their attention and conveying the dangers of drugs. In this way the program simultaneously educates in homes, classrooms, on the streets
and across communities, city by city, nation by nation, until this world is indeed drug free.
Los Angeles County
Los Angeles is well known as the gang capital of the United States, with some 150,000 gang members reputedly responsible for 40 percent of all homicides in Los Angeles County.
Given such figures, and the undeniable cause-and-effect relationship between drug abuse and crime rates, it is vital to empower those who battle daily with criminal behavior with the effective tools to reduce drug abuse. We now bring the tools to the well-deserving law enforcement officers of Los Angeles through an unprecedented multi-agency partnership.
The two leading law enforcement agencies in Los Angeles are the Los Angeles Police Department (LAPD) and the Los Angeles County Sheriff ‘s Department (LASD). Both agencies independently came on board for our Truth About Drugs campaign at the world premiere of the They Said/They Lied Public Service Announcements in November 2008.
The LAPD covers law enforcement tor Los Angeles City proper. With just under 10,000 officers and 3,000 administrative staff, it is the third largest local law enforcement agency in the United States. The Los Angeles County Sheriff’s Department is the largest sheriff’s department in the world, with over 8,400 deputies and a total of 16,000 employees responsible for law enforcement in 68 cities and towns in Los Angeles County, including Inglewood, Compton and East Los Angeles.
The LAPD started funneling the Truth About Drugs booklets by the thousands through LAPD stations all across the city.
Multiple joint community activities are held throughout the year in collaboration with the LAPD, to carry the Truth About Drugs message across ethnic and cultural boundaries in a metropolis that is a melting pot of hundreds of languages and ethnic groups.
One such community event is the “National Night Out,” an annual initiative that fosters crime prevention activities to create safer neighborhoods
through police and community partnerships. At a National Night Out event staged at the LA Model Ideal Org, LAPD officers signed the Drug-Free
Other crime prevention fairs and LAPD open houses followed, with drug-prevention booths and handouts of the Truth About Drugs booklets. Police cadets swore in dozens of children at a time as Drug-Free Marshals, as well as swearing in members of the Los Angeles City Council.
The Commanding Officer of the busiest police station in Los Angeles described the value of the Truth About Drugs program in his precinct with these words: “The educational pamphlets and videos produced by this program have been invaluable in educating the community on the negative repercussions that illegal drugs have on society…. I cannot tell you how important I think a program like this is for this community. The 77′” Street area is committed to our partnership with the Truth About Drugs program.” Dennis H. In 2008, the Sheriff of Los Angeles County approved training on the Truth. About Drugs program for his deputies who work with at-risk youth. One of these operates in eight locations
and all now use the campaign materials. Since introducing the Truth About Drugs campaign, over 2,000 at-risk youth have completed the program. A sergeant from the Sheriff’s Department who uses the materials daily in his work with at-risk youth describes the Truth About Drugs program in these terms:
“Everything in the Truth About Drugs curriculum is pure gold. There is no message about drug abuse that is more penetrating than what this program provides—we can’t top it.”
Twenty-five deputies involved in another Sheriff youth program trained up to deliver the Truth About Drugs program. With the success of these actions, another 16 deputies got trained on the program and others now are requesting to be trained.
The Drug-Free World team collaborates with the Sheriff’s Department on many drug awareness events throughout the year, such as annual anti-drug races which draw thousands of runners who receive Truth About Drugs booklets.
In April 2011, Sheriff Baca went even further, directing members of his Sheriff’s Multi-Faith Clergy Council to get trained on the Truth About Drugs program, encouraging them to bring the program to their congregations and neighborhoods, many of which are drug infested. These clergy—who span the wide diversity of faiths represented in the Greater Los Angeles Area, including Jews, Muslims, Christians and Sikhs—minister to hundreds of thousands and serve as a consulting interfaith body to the Sheriff’s Department.
In accord with Sheriff Baca’s mandate, a four-week training program was conducted at the Los Angeles Sheriff’s Department headquarters between May and June of 2011, with more than 100 clergy trained on the Truth About Drugs program to bring it to their communities. On graduation day, Sheriff Baca personally addressed them and presented the graduates with a Drug-Free World Drug Education Specialist certificate bearing the seal and signature of the Los Angeles County Sheriff.
Widespread implementation of the Truth About Drugs program in Los Angeles County, with the backing of the law enforcement community, is creating an impact. In Sheriff Baca’s words:
“The drug prevention campaign supported by the Church of Scientology, and its members, is very important to me in accomplishing my goal of a safer Los Angeles County. Crime is a problem that has many contributing factors. In fact, it is a much larger and more complex problem than a badge and a weapon or warrant can solve. We have to rely on community institutions to help us, and especially churches as the very soul of any community. This is especially important.
“Los Angeles County has 11 million people of almost every ethnicity on Earth. However, while the diversity has created an example of global unity, it has also led to tension and violence. Shortly after I took office in 1998, I formed the Multi-Faith Clergy Council to help me bring communities together to reduce violence and crime. The Church of Scientology was there at the first meeting and has been a vital partner ever since.
“The church was instrumental in bringing peace between rival gangs, and in keeping the peace in times of ethnic and religious conflict. Even well beyond the Clergy Council, the church has been consistently reliable in helping me to achieve my goal of a safer Los Angeles County.
“The Truth About Drugs education program that the church supports means everything to the safety of our schools and neighborhoods. It is a tremendously successful program, worldwide, and particularly needed. This is why we have trained a corps of our own officers in the use of this unparalleled program. I have called upon our Multi-Faith Clergy Council members to avail themselves of this program, and to use it to educate their communities and help law enforcement cut down on dangerous drug usage, and hence, the impact of the drug culture upon the citizens of this county.
“This joint venture between law enforcement, the clergy and community partners, acting together to educate our youth, is one of the most important initiatives I could ever undertake as Sheriff of Los Angeles County.

Maritime Excellence: To anyone with a maritime eye, what most distinguishes the Freewinds is the vessel herself. And for that just enter the pages of Maritime Reporter and Engineering News, the veritable bible of the marine industry. If it is newsworthy, noteworthy or sets a new industry standard, Maritime Reporter covers it–such as this: “In today’s ‘I need it yesterday’ world, emphasis on quantity often overpowers quality. while the quick fix can supersede the correct one. Step back, take a deep breath, and enjoy the fruits of a tremendous labor, a labor of love…”
Whereupon readers were treated to a six-page spread of the Freewinds’ top-to-bottom renovations completed last year, which Maritime Reporter described as “absolutely incredible.”
Spreading Safety at Sea: Beyond aesthetics, there is all the Freewinds represents in terms of sheer seafaring mastery. It bears repeating that the Freewinds remains the only Caribbean vessel authorized to train and certify seamen. She is also essentially the regional authority for action like this:
Security chiefs and emergency response representatives from Santa Marta, Colombia, assembled under the auspices of an International Ship and Port Security Code (ISPSC), initiated after al-Qaeda hit a French tanker in 2002. Accordingly, at 0900 hours on the 10th of August, the Freewinds‘ own security team called in a mock bomb threat to show them how it is done.
All port fire and emergency medical squads assembled dockside. Colombian Army bomb squads boarded and commenced sniffing out mock explosives. Said “explosive” was discovered and disarmed. But intelligence indicated mines on the hull. Hence, the Ship’s own dive team led Colombian coast guard divers over the side.
But there was another unit itching for Freewinds’ training–specifically fire-fighting units from the Cartagena Naval Academy. Their curriculum was initiated in the wake of Caribbean piracy–the kind that takes down container ships with black-market assault rifles and grenade launchers.
Part of the “cure” was a joint United States military and Colombian Special Forces exercise in which the Freewinds was asked to participate–since her crew know the ropes. In attendance was a fully appointed Twin Huey combat chopper, US Navy Seals and Colombian Special Operations personnel.
The Freewinds doubled as a slow-moving cargo ship under hostile attack while Special Forces “had boys” dropped on board, deadly serious on completing in regulation manner. Or, at least until a certain Freewinds’ passenger–IAS Freedom Medal Winner and Latin American superstar Ruddy Rodriguez–happened onto the pool deck. Whereupon maneuvers were temporarily suspended by “popular consent” for a photo shoot–although the forces are now more committed than ever to eradicate piracy from these waters!
All told, a full 92 percent of all Caribbean security personnel were trained aboard the Freewinds.
Spreading Calm with LRH Tech: There is, however, another Freewinds course to safety, and this one leaves the widest wake of all: the Freewinds as an emissary of The Way To Happiness.
It’s been a top-down operation to the likes of police officers from St. Kitts, the Barbados Ministry of Culture, the Aruba Minister of Education, even the Prime Minister–while the Minister of Finance funds airplay of the PSA “Be Temperate” on all three island stations, immediately cutting drunk driving fatalities to zero. Throughout the Caribbean, the Freewinds is now the conduit for more than 240,000 booklets across the islands, not to mention the Honorable Haligan Riley, who is the newly appointed Minister of The Way to Happiness.
Colombia: Then there is the definitive model of a grassroots operation for social salvage–the conclusive story of the Freewinds’ humanitarian undertaking in Colombia.
All commenced in early 2009 with Way to Happiness seminars at the Colombian naval base at Cartagena. Distribution was likewise initiated among Colombian naval personnel. Freewinds personnel also linked with Major Ricardo Antonio Prado from the Colombian National Police, and tagged with Colonel Carlos Mena–Bolivar State Police Commander. In combination,they organized independent seminars in Cartagena schools and colleges, and Major Prado initiated a distribution network principally through Bogota police.
Simultaneously, Freewinds officers linked with Captain John Carlos Flores of the Cartagena Navy flotilla. After which, they were running distribution through Amazonian gunboats on the trafficking lanes. Then it was seminars to Colombian naval officers in the Starlight Cabaret aboard the Freewinds.
By late summer 2009 the Freewinds was seeing Cartagena police in her course rooms, and after a Freewinds’ Ability Congress in the middle of a Bogota military base, Colombian officials were beginning to embrace the tech whole cloth.
They were also developing sophisticated distribution. Major Prado’s The Way to Happiness motorcycle police made heavy inroads through better than a dozen cities. It mushroomed with with events like the big Cartagena pageant where police filtered some 20,000 booklets into the crowds. Then there was Colonel Mena’s Way to Happiness float, which effectively signified the whole Bolivar State Police Force was on board.
Finally, there was both The Way to Happiness and human rights materials requested on behalf of every military branch. Then it was The Way to Happiness precepts airing up to 100 times a clay all over Colombian networks. While better than 20,000 police and military officers possessed The Way to Happiness and human rights materials.
Whereupon it was over 3 million booklets through Colombian cities in the last 18 months–absolutely date coincident with a 50 percent drop in national crime rates. While on behalf of the army as a whole, Colonel Diaz just presented LRH with this:
“To Master L. Ron Hubbard, our greatest acknowledgment for your knowledge, teachings and doctrines to the military forces of Colombia…”
Colombian Postscript: All begins with Major Prado’s formal academic thesis to National Police command on how TWTH might be broadly employed to improve Colombian law enforcement.
Result: He has been approved for promotion to Police Colonel and is now a Lifetime Member of the IAS who vows not to rest until Colombia is blanketed with LRH technology.
Then there is Captain Flores, a “friend for life” of the Freewinds and “at their service” forevermore. He is now Chief of Staff for the largest naval command in Colombia. Moreover, he has all ships distributing booklets.
Finally, there is Colonel Mena–now General Mena, Chief of Security for the Colombian President. And he likewise vows to infuse his nation with LRH technology.
All told: with both police and military, Colombia’s Ministry of Defense has just approved a curriculum to bring The Way to Happiness and the human rights campaign to every military branch, more than 800,000 personnel in all!

The Colombian military has seen a date-coincident crime reduction pursuant to implementing The Way to Happiness–hence the awards to LRH and thanks to the Freewinds.
[Sidebar:] THE RIPPLE EFFECT
Between the Columbian coast and the Leeward Islands, the Freewinds has now introduced at least three million people to LRH technology. And when you figure in the ripple effect, it all sizes up this way: the Freewinds is not only a ship with grand stature from a Scientology vantage point, she is a ship looming immeasurably large in the hearts and minds of all she meets and helps–a ship that has today entered the honored lanes of nautical lore, where she yet continues to bring the hope and glory of LRH tech everywhere she sails.
POLICE OFFICER, ROYAL ST. KITTS & NEVIS POLICE FORCE: I saw a particular lady who at times can be hard to deal with and I saw her reading the book and I said, “Gosh you just made my day. You’re reading that book from the Freewinds.”

OPERATION PLANETARY CALM
It is the most embracive IAS-sponsored Planetary Salvage Campaign of all and provides people with the principles for living through the 21 precepts of The Way to Happiness.
Everyone pays a price for criminality in the society. A majority of companies report that they are victims of corporate crime – most of it is committed by their own employees. Violence, to say nothing of cheating on exams, is a problem in many schools. And parents often despair of raising children with high moral standards and having a happy home. The answers to these societal problems and more is The Way to Happiness. IAS grants are making it widely available through Operation Planetary Calm. Grants fund Public Service Announcements on national TV networks, mailings of information kits to schools and community leaders, and Education Packages for teachers and other educators. These contain The Way to Happiness booklets and film, PSAs, classroom posters of the precepts and Educator’s Guides. They are free, thanks to IAS funding. And just as LRH predicted, The Way to Happiness is changing conditions wherever it goes. Here are some of the people who are using the materials.

We have decreased disrespectful attitudes toward teachers, decreased vulgar language and gestures… kids are now more apt to sit down, calm down, think about what to do and set a good example. PARENT’Ihave two sons, aged 7 and 5.1 recently attended a workshop on The Way to Happiness. When I read the sentence, ‘Let them help – if you don’t they become overwhelmed with a sense of obligation they then must repress’, I recalled many examples of times my children had wanted to help and I hadn’t let them. I understood the magnitude of my mistake and I decided to change it. Two days later my children wanted to help and I let them. Together they set the dinner table, folded towels, took dishes out of the dishwasher and even swept the floor. It all happened because I was more aware. Since then, everyone has been happy! If this made such an essential change, I believe that if I persist there will be big changes!”

A village in Slovakia was experiencing a wave of robberies and criminality, when Lifetime Members Karol Mueller and Svetlana Muellerova told a primary school librarian about The Way to Happiness program. The librarian requested the program for the school.
When the School Director saw the results from the first 70 students, he was so pleased that he arranged to have the program delivered to the whole school. He next showed the Chief of Police the success he was having with the program. The Chief decided he wanted his officers to have this valuable new tool to use and asked the Muellers to give them a seminar. He also asked the Muellers to present it at the regional police meeting the following weekend.
News of The Way to Happiness program has spread throughout the region. Children and teachers distributed the booklets to two thirds of the citizens in the village. The Chief of Police was happy to report that in the weeks that followed, the number of robberies in the village dropped to zero.1
